Now the third one would be in the shape of a leopard that had four wings on its back. Now the four beasts also had four heads which was said that the four heads represented the four territories bestowed upon the beast. So most interpreters would see the leopard or the third beast as not an individual country but as a group of countries which has four kingdoms under it.
After that, the fourth monster came out and it had no explanation as to the shape of the beast but it was said to have iron teeth and really vast strength. Also, the beast had ten horns which was said to be ten kingdoms that belonged to it. This beast is known as the ultimate ruler of the earth and was the leader of an alliance of ten countries or kingdoms hence the ten horns.
